Josh is not coming out of nowhere. For 10 years, he has represented Hamden in the Connecticut General Assembly. He has fought for his constituents and for a more fair economic system for everyone in Connecticut.
Paid Family & Medical Leave
Josh fought for the state to create a Paid Family and Medical Leave program before it was politically popular. He primaried the Speaker of the House in 2016 because the Speaker refused to bring this issue, and other progressive pieces of legislation to the floor for a vote. He won that primary and showed future Democratic candidates how to campaign on the issue. In 2019, he fought against Lamont's push to privatize the program's administration and secured a partially public structure.
Affordability Crisis
Josh has been an outspoken champion on issues that make lives more affordable for families, especially providing universal free school meals, and a permanent fully refundable child tax credit. Unfortunately, Ned Lamont has stood in the way of both initiatives.
Criminal Justice
Josh has always been a champion for incarcerated individuals living with dignity. One of his landmark legislative accomplishments was a bill to provide free prison phone calls. This effort made Connecticut the first state in the country to eliminate telecommunications costs for incarcerated people and their families.
Legislative Leadership
Josh has been a leader inside the State House. He Chaired the Higher Education Committee, working on college affordability and student debt issues. He founded the Progressive Caucus and the Tax Equity Caucus, which have been instrumental in advancing issues around raising more progressive revenue, especially a Capital gains surcharge bill.
